When you open a file in Song Surgeon or Video Surgoen and the playback is choppy, it starts
stops - and it plays back with static or poor quality - this is often symptomatic of a machine that
is low on resources. This can be checked by doing the following:

1. Reboot the machine.
2. Open VS  or SS
3. Open Task Manager and record the CPU and memory utilization %
4. Now open a file and start it playing. Record the CPU and memory utilization % again.

Is there a significant difference between the two sets of data.  Is the second set of data
much higher than you see when you run other programs or this machine.

When you do the above testing, please make sure you have rebooted first and then, other
than the programs which are initiated on Start up, do not open any other program.
